Agency staff reported an unpermitted grading and blasting situation at 183 Oslo Long Dirt Road, where contractors removed ledge and left large piles of boulders and installed a retaining wall that connects to the house foundation.
The site was originally permitted for a house and septic field that sit within the upland review area; staff said the as‑built shows stone piles and retaining structures that were not part of the approved plans. The building official notified staff after observing a large pile of boulders near the edge of the upland review area. Staff said some blasted material appears to have been used to build a retaining wall that meets the house foundation.
A staff member told the commission that because the unpermitted grading and stone piles were not addressed in the original approvals, the certificate of occupancy is being held until the property owner presents a corrective plan. The applicants have been asked to come to the July 8 meeting with plan comparisons, as‑built drawings, aerial photos and an email timeline so the commission can determine what work is permitted and what remediation might be required.
Members noted the cost and logistical difficulty of removing large boulders and the challenge posed by retaining walls and installed septic fields when considering options to export material. Staff said additional information — including plans and updated aerial imagery that show the completed house and piles — will be provided before the July 8 hearing so members and the building official can assess the path forward.
