Bayport council accepts 2023 audit; auditors issue clean opinion

Schlenner Wner and Company auditor Molly Thompson told the Bayport City Council on Sept. 9 that the firm had issued an unmodified (clean) opinion on the city's 2023 financial statements and summarized key financial trends.
The audit presentation said city revenues exceeded budget by about $110,000 while expenditures exceeded budget by about $900,000, producing a general-fund loss of roughly $77,000 in 2023 but leaving the city with a healthy overall fund balance (about $3.7 million on Dec. 31). Thompson also noted a rise in intergovernmental revenue tied to a $767,000 one-time state public-safety aid payment and higher investment gains compared with the prior year.
Thompson summarized standard audit procedures and reported a small set of recurring audit observations common across local governments, including limited segregation of duties in a small accounting staff and the auditors' preparation of the financial statements as part of the engagement. She said the audit team identified one compliance issue: a required withholding affidavit was not obtained for the library renovation project. “Otherwise, we had no other findings,” Thompson said.
Following the presentation, a council member moved to accept the 2023 audit as presented; the council voted unanimously to approve the motion.
The acceptance means the audit report will be filed with the Office of the State Auditor and published with the city's financials. City staff said next year’s audit timeline will begin earlier to better support budget planning.
