The East Windsor Planning & Zoning Commission on June 23 approved a special‑use permit and site‑plan review for a 46‑by‑32 pole barn to house a farm store at 83 Scantic Road, granting the application from owners Paul Dao and Jennifer Trump with conditions listed in a June 2 memo (revised June 15) from Ruth Anne Calibreezy, the town planner.
The permit covers construction of the pole barn and operation of the farm‑store use. Applicant Paul Dao told the commission he had followed up with the health department and received guidance on the well and any future approvals, that wetlands approval had been received after the prior meeting, and that a revised lighting plan had been provided so parking areas would be lit at night.
Commissioners said the applicant addressed the outstanding questions from the previous hearing. Chair and other members asked for clarification about hours and lighting; the applicant confirmed the lighting plan was updated and that the health‑department process (including state approvals for the well if the well is used for service) would be followed before opening. For the record, two written comments were noted: one in opposition citing traffic, noise and lighting, and two residents who spoke in favor at the public hearing.
The approval was made subject to conformance with the referenced plans and the 18 conditions contained in the planner’s memo, as amended by the commission. The commission closed the public hearing and voted to approve the application.
The next steps for the applicant are to satisfy the pre‑construction conditions in the memo and obtain any required state approvals noted by the health department. The commission’s decision was recorded on the meeting minutes and the file will be monitored by planning staff.
