Bayport council hears nonprofit funding request, library strategic plan and swears in new officer

Bayport City Council received public comment and presentations on community services, and held a small ceremony to swear in a new police officer at its Aug. 5 meeting.
Kathleen Hess, director of development and communications for Community Thread, described the nonprofit’s Thrive program and volunteer services, saying Thrive currently serves 208 members — 12 of whom live in Bayport — and reported the organization provided 61 roundtrips for Bayport residents this year, equal to about 21% of its ride service. Hess requested $3,500 in city support for 2025 general operations.
“Community Thread’s mission is to maximize resources and engage volunteers to improve the quality of life for adults and families in our community,” Hess said, describing volunteer programs, tax‑preparation assistance and a new teacher‑kit initiative.
Jill Smith, director of the Bayport Public Library, summarized a new three‑year strategic plan developed with a consultant, patron surveys and staff retreats. Smith said 93.26% of respondents were satisfied or very satisfied with current library services and that the plan centers on two pillars: connect and empower. She asked the council to consider ways the city can support increased visibility and program partnerships.
The council also administered the oath of office to newly hired police officer Dustin perer. Council members and attendees applauded after the swearing; city staff and the police chief provided a short biography noting his seven years of law‑enforcement experience and prior service with the Carver County Sheriff’s Office.
Council took no immediate action on the funding request; staff indicated the Community Thread request and other contributions would be considered as part of budget and grant discussions.
