HUGHSON CITY — Council members raised concerns Monday about the regional animal shelter’s intake volume and how member cities are charged after staff presented FY24–25 intake numbers and budget allocations.
During the budget presentation a council member asked how the city’s share of shelter costs is calculated. Staff explained the JPA methodology counts the number of animals taken from each jurisdiction; for the most recently completed fiscal year the regional shelter recorded 10,169 intakes and 106 of those were from the city, and the city’s assessed share for the year was about $57,000 toward a roughly $5.8 million shelter budget.
Council Member Vasquez used council comments to read constituents’ emails about perceived overpopulation and euthanasia at the regional shelter and asked the city to keep pressing the JPA for improvements. “I am reading your emails and appreciate your efforts for these defenseless animals,” Vasquez said during comments.
The city manager said the JPA approved its budget under timing constraints required to have a July 1 operating budget in place and that the JPA’s strategic‑planning consultant will attend the city’s July meeting to review recommended programs. Staff said that additional program details and any new JPA initiatives will be brought back to member councils in the coming months.
What’s next: Staff will follow up with the JPA and requested data about how shelter service levels and response times map to member contributions and will provide the consultant’s presentation at the July council meeting.
