Union City council unanimously approves grants, contract for canoe launch and removes small landbank lien

Councilor Joyce called the Borough of Union City Council to order at 6:00 p.m. on Aug. 27 at First Global Methodist Church. In a series of unanimous votes, council approved several routine and project-specific actions, including grant awards, a small contract, and removal of a municipal lien.
The most consequential votes were approval of seven Renaissance Grant applications and the award of a construction quote for a canoe/kayak launch at the American Legion ball field. Borough Manager Cindy Wells said seven applicants requested a combined $23,600 in borough Renaissance funding for projects totaling $60,606 and recommended full approval because the improvements would help combat blight. Councilor Steadman moved to approve the recommended awards and Councilor Osborn seconded; the motion carried unanimously.
Wells said the borough received two quotes for a canoe/kayak launch and that bids were not required because the project cost was under the $23,200 threshold. Construction Services of PA quoted $16,679 and Blum Property Services, LLC quoted $18,541.50. Councilor Osborn moved and Councilor Kerns seconded a motion to accept Construction Services of PA’s $16,679 quote contingent on securing an easement from the American Legion; council approved the motion unanimously.
Manager Wells reported the borough holds a lien of approximately $2,690 on a property donated to the Erie County Landbank at 121 East High Street and said the Landbank requested removal of the lien. Councilor Kerns moved and Councilor Steadman seconded a motion to remove or satisfy the lien for the full amount; the motion passed unanimously.
Council also voted to pass a resolution accepting the Erie Area Council of Governments (EACOG) audit that had been reviewed and accepted by COG members. Those votes were recorded as carried unanimously.
The meeting record shows these votes were routine and carried without recorded dissent; attendance was recorded as Councilors Joyce, Osborn, Steadman and Kerns present, with Cross, Winkler and Uber absent. The council set the canoe/kayak installation contract to proceed only after the borough receives the American Legion easement. No amendments or substantive debate changing those motions were recorded.
The council adjourned at 6:19 p.m.
