Paynesville’s council met for a brief regular session and approved a set of routine actions including a police storage lease at the airport, closing a dormant development fund and permitting a Chamber holiday event.
The chair opened the meeting noting "we have four things on our agenda" and set an expectation of keeping the meeting to about 20 minutes. On the consent agenda, council members approved an airport storage garage lease that will allow the Paynesville Police Department to occupy one airport garage rather than renewing an outside lease. The motion to approve the airport storage garage lease was moved by Sony and seconded by hburg; members voted in favor and the motion carried.
Council also approved closing Fund 525 (Heatherwood Plat 3) and transferring its remaining balance to the general fund. Belinda explained the fund "is not being used anymore," and the Chair and members discussed the balance, which was described in the discussion as "several hundred" dollars; an exact amount was not specified in the packet discussion. Sony moved the transfer and inactivation of Fund 525; Thelen seconded and the motion carried without opposition.
The council adopted a packet resolution referred to during the meeting as "resolution 2024-25" (also cited as "24-32" in the motion language). The Chair moved to adopt the resolution, Sony seconded and the motion carried with no opposing votes recorded.
A representative of the Chamber of Commerce requested approval to host a holiday event on Saturday the 30th, asking for a rental-fee waiver, street closings for a small parade, a parade permit and assistance hanging lights. The council discussed planned activities (including a ceremonial role for the "princesses" and planned giveaways) and approved the Chamber’s requests after a motion by hburg, with seconds indicated by Thelen and Sony; the motion carried.
The meeting packet also included updated election results and the Chair noted a write-in irregularity on a council ballot line; the chair thanked election judges for their work, saying Kristen had arrived at City Hall before 7:00 a.m. and "didn't get back home until almost 11:00 at night on Election Day." Staff updates included a report that the shelter project has had concrete poured recently and an airport-board discussion about a potential new business.
The council adjourned with no further substantive debate. The motions described above were recorded on the meeting’s action sheet and all passed by voice vote as announced at the meeting.
