Council approves airport and infrastructure grant pursuits, tech contract and treatment agreement

Pelican Rapids staff asked council to approve several infrastructure and service items on July 30, all of which the council approved by voice votes.
Lance described two aeronautics grant projects at the municipal airport: a credit-card fuel system upgrade (estimated $30,000; staff said the state would cover about 95 percent) and interior/exterior updates for the arrival/departure building (estimated $50,000). The council authorized staff to pursue both grants in the airport fund.
Council also approved a technology-services agreement with Lakes Country Service Cooperative (LCSC) to move from hourly service calls to a proactive annual contract starting at $1,800, which staff said will allow more proactive maintenance of cameras, servers and other municipal systems.
On utilities, staff described a proposed water-treatment agreement with West Central Turkeys tied to PFA funding: the draft would make the plant responsible for 62 percent of debt service if it ceased operations and could reduce the city’s loan interest rate if the plant signs the agreement. Council approved moving forward with the agreement.
Finally, the council approved pay request #13 and a change request (#12) for the Pelican Rapids Aquatic Center; the change request adds UL-listed GFCI protection required by the state electrical inspector for one pump so the pool can pass inspection.
Staff will submit grant paperwork, execute the technology contract and finalize the treatment agreement consistent with the terms discussed.
