NEWCASTLE — The Newcastle Zoning Board of Appeals approved a set of routine permits and variances on June 24, granting a five-year renewal to Hope Store and approving several homeowner variance requests with conditions.
Hope Store renewal: Britney Hodgens, director of residential services at Hope Store, said there have been no changes since the prior permit. A board member noted the organization's long record of community service and moved to continue the special-use permit under the same conditions for another five-year term; the motion passed unanimously.
Nash property: Lou DeMasio, project architect for the Nash property at 514 Saw Mill River Road in Millwood, described plans to remove an unsafe existing deck and rebuild it slightly differently. Because the lot is legally nonconforming the applicant requested two four-foot side-yard variances. The board found the work is necessary for safety, heard no neighbor opposition, and approved the variances with six months to start and one year to finish, requiring a final survey at completion.
Tiganila portico: Homeowner Yoana Tiganila requested an 8.2-foot front-yard variance for a modest open-air portico to protect the entry from winter weather. The board found the request routine, received no objections and granted the variance with a six-month start and one-year completion window.
Mancuso garage and FAR variances: Nick Fusco of RLX Consulting presented a revised application for homeowners John Mancuso and Colleen Hastie seeking a front-entry garage, basement renovation and a covered deck. The application required FAR and side-yard variances (transcript reflects requests in the tens of feet for side-yard relief and roughly 660 sq ft of FAR relief in one description). Board members said neighbors contacted directly had no objection; the board approved the variances with foundation-survey and final-survey conditions and standard time limits.
