Trust pauses funding for 91B Main Street project amid Phase‑2 environmental uncertainty

"For now we have withdrawn the funds that were committed to the 91B Main Street project because there were issues raised relative to the need for an environmental ... phase two review," Matt Johnson said.
Trust members described two parallel routes: (1) seek state confirmation on whether a Phase‑2 environmental site assessment can be completed for the parcel, and (2) pursue a market alternative in which a nonprofit or developer (the participants discussed Habitat for Humanity as one possibility) would acquire the property and assume environmental risk. Staff present said they had not yet reached out to the state and agreed doing so should be a priority.
Financial concerns were central. Trustees said the trust's current uncommitted balance is roughly $2.9 million and that using trust funds to acquire and develop a small ownership project could substantially deplete reserves. The trust agreed it must complete a detailed cash‑flow and financing analysis before making a purchase or subsidy commitment.
Next steps: the trust instructed staff to contact state officials about Phase‑2 environmental review permissibility and to return with a cash‑flow model. No vote or purchase decision was taken at the meeting.
