Kalona council authorizes study of $3.5 million water-plant connection and upgrades

City Engineer Jack Pope presented options to update Kalona’s water system and recommended running a connectivity line from the north plant to the south water tower with a push pump, which would allow the city to take the south plant offline and operate a single, upgraded north plant.
Pope recommended capital improvements and adding an additional well once connectivity is completed. He estimated the total project cost at $3,500,000 and proposed beginning work on the connectivity line as soon as possible. Staff said they would investigate grant options, SRF loans and a water rate study with Northland Securities to support financing.
The council directed Pope and city staff to move forward with exploring the recommended connection and updates. That direction does not constitute formal project approval or funding authorization; staff will return with design, cost details and financing options for council consideration.
