Kalona to publish DNR-required Antidegradation notices for wastewater and splash pad discharges

The Kalona City Council on Oct. 7 approved publication of Antidegradation Alternatives Analysis (AAA) notices required by the Iowa Department of Natural Resources concerning two discharge points to the English River.
City staff presented the notices and the council voted unanimously to publish them on Oct. 10, 2024. One notice pertains to treated wastewater discharge from the city lagoon as part of DNR compliance for the lagoon area; the second pertains to treated splash-pad water discharge following completion of the splash pad. Council Member Bender moved and Council Member Spitzer seconded the motions; both passed with all voting yes.
The minutes record the publication actions only; the AAA documents themselves and technical details about proposed alternatives, discharge limits or timelines are not included in the Oct. 7 minutes.
