Council expands Cemetery Commission, adopts meeting-location and pension resolutions

Ordinance 2388: The council voted to amend Eureka Springs Municipal Code section 2.72.020 to increase membership of the Cemetery Commission from five to seven members. After motions to suspend rules and read by title, the ordinance passed on second and third readings by roll-call vote; all recorded councilmembers voted "yes." The ordinance will become law in 30 days.
Resolutions: Council adopted Resolution 911, establishing a policy that meetings of city boards, commissions and committees shall be held in the city auditorium when available to facilitate video recording, broadcasting and public access. The council also approved Resolution 910 to certify use of Arkansas Fire and Police Pension Review Board Rule Number 4, allowing the local fire pension plan to use an alternate cash-flow projection valuation method appropriate for plans with fewer than 50 participants.
Infrastructure updates: Public works staff reported recent repairs to water lines (including leaks above Music Park and on Pivot Rock Road), replacement planning for a malfunctioning booster pump, resolution of a wastewater lift-station clog on Dairy Hollow, asphalt patching, crosswalk and stripe maintenance, and upcoming utility relocations and Black Hills Energy gas line replacements on White Street. Staff noted the city is preparing to survey for grant applications that may fund projects in lower-income areas.
What to expect next: The cemetery commission is recruiting additional applicants to fill new seats. The ordinance expanding the commission will take effect in 30 days. City staff will continue routine maintenance projects and proceed with procurement and bidding on infrastructure items described at the meeting.
