Kelley council holds first reading of nuisance ordinance, tables contract termination and approves $29,501 in claims

The City of Kelley Council met Oct. 8 and approved its consent agenda, moved forward a first reading of a nuisance-abatement ordinance and postponed action on a contract-termination resolution.
Brendan Burtnett moved and Ben Adams seconded approval of the consent agenda, which included the Oct. 8 agenda, minutes from Sept. 10 and Sept. 16, and claims totaling $29,501.29 (which includes payroll). The motion passed 5-0.
Council reviewed proposed Ordinance No. 182 to expand nuisance-abatement procedures by adding “Accumulation of Junk” and “Failure to Maintain Structures.” Jackie Sapp moved to hold the ordinance for a first reading and Kelly Netcott seconded; the roll-call vote was 5-0 to proceed with the first reading. The ordinance was not adopted at this meeting; the action advanced the ordinance to the statutory first-reading stage.
Council considered Resolution No. 9, which would terminate the city’s contract with Slater for administrative assistance. Ben Adams moved and Brendan Burtnett seconded a motion to table the resolution and schedule a work session and a meeting with Slater; the motion carried 5-0, postponing a final decision.
During the citizen forum an unnamed resident asked questions about specifications for an upcoming sewer-lining project. A separate resident offered thanks for installation of an English phone book. A representative of the sheriff’s office told the council the office plans a traffic survey on Highway 69 that may include ticketing now that the roadway is open.
Mayor Rick Terrones reported several completed community projects—city-wide garage sale, cleanup days with dumpsters, City Hall cleaning and donation of old books, and installation of an additional phone booth—and listed outstanding tasks including sewer lining, cleanup of the sand-volleyball court, playground painting, phone-booth hook-up, camera installation and placement of a limited-parking sign at Holland Park. Jackie Sapp announced a public town-hall with Ballard Schools Superintendent Dr. Trimble on Nov. 4 at Kelley City Hall, and the council set a special meeting for Oct. 21 at 7 p.m. The council adjourned at 8:08 p.m.
