Kelley council adopts budget amendment, awards sewer and snow-removal contracts and approves filings for code update

The Kelley City Council on Nov. 12 adopted a FY2025 budget amendment, awarded a rebid sewer lining contract to CIT and approved a snow-removal contract — actions the council said will support infrastructure and winter operations.
Mayor Rick Terrones opened and closed the public hearing on the FY2025 Budget Amendment #1 after the clerk reported no public comments; Ben Adams moved and Jackie Sapp seconded adoption of Resolution #10. The motion passed on a 5-0 vote. The council had earlier approved a consent agenda that included claims totaling $24,696.18 and payroll; that motion (moved by Brendan Burtnett and seconded by Kelly Netcott) passed 5-0.
On infrastructure work, the council reviewed bids for a sewer lining project and approved Resolution #8 to award the rebid contract to contractor CIT (moved by Jackie Sapp, seconded by Ben Adams; vote 5-0). For winter services, the council reviewed two bids and approved Resolution #11 awarding the snow-removal contract to FINCO. The snow contract passed with four ayes; Councilmember Jackie Sapp voted no.
Council also approved resolutions and administrative items including authorizing participation in the Iowa Public Agency Investment Trust (IPAIT) and directing the clerk to publish notice of a Dec. 10 public hearing on adoption of the proposed Code of Ordinances. Ben Adams moved to publish the hearing notice and Jackie Sapp seconded; the motion was recorded as approved 5-0.
The council moved to approve the FY2024 Street Finance (Road Use) Report and approved a clerk advertising plan for the open clerk position. Councilmembers appointed Planning & Zoning board members Alex Lungren, Noah Collins, Jerry Zimmer, Aaron Tonderum and Jacki Sandeen and named Ben Adams as council liaison; the minutes record the motion but do not include a separate roll-call result for that item.
Other business: the council tabled a proposed purchase of a GIS mapping system with a locator until May to assess budget availability; Mayor Terrones briefed the council on a significant blockage in a north-side storm drain and listed maintenance priorities; and he updated the council on planning for Kelley's 150th celebration set for Sept. 12–13, 2025.
The Story County Sheriff’s Office also announced a drunk-driving enforcement project planned for the weekend of Nov. 16 and the four days around Thanksgiving and urged residents to “please drive careful.”
Next steps and deadlines: the council set a public hearing for Dec. 10, 2024 on the proposed Code of Ordinances and will revisit the GIS purchase in May 2025. The meeting adjourned at 8:55 p.m.
