Kelley council opens IPAIT accounts, approves consent agenda and vendor claims

The City of Kelley Council on Aug. 13 voted unanimously to create new accounts with the Iowa Public Agency Investment Trust and approved a consent agenda that included claims totaling $33,545.89 and payroll paid on Aug. 8.
The resolution to create an IPAIT account (Resolution #3, 2024-2025) was moved by Councilmember Tim Salasek and seconded by Councilmember Brendan Burtnett; the motion passed 5-0. Council later approved, on a motion by Kelly Netcott and seconded by Burtnett, formation of two IPAIT accounts and specific transfer rules: 100% of storm-water funds will be moved into one account and the remainder of the city’s bank balance will be transferred to the other account after retaining six months of operating expenses.
City Clerk Jennifer Davies told the council the funds remain liquid: “the money is accessible and can be transferred in 24 hours.” The consent agenda, moved by Salasek and seconded by Jackie Sapp, included approval of the Aug. 13 agenda, minutes from July 9 and July 23, 2024, and claims previously paid. The motion carried 5-0.
Council reviewed an itemized claims list presented by the clerk. Major listed payments included an FY 2025 allocation to Westory Fire Agency ($10,068.65), a quarterly payment to Story County Treasurer/Sheriff ($5,203.72), and a repayment to Caruth Concrete ($5,486.94). Payroll entries paid on Aug. 8 included G. Milam ($761.42) and B. Murry ($306.19). The clerk also reported July 2024 revenues of $44,597.53 with fund-level breakdowns.
Council members said they will pursue estimates for Story County Foundation grant applications and follow up on administrative items. No objections were raised to the IPAIT actions or the consent agenda; all motions passed unanimously.
The council adjourned at 8:24 p.m.
