Bayport approves new public works labor agreement with pay and incentive changes

Bayport’s City Council voted Jan. 6 to adopt a labor agreement with public works maintenance employees represented by Minnesota Teamsters Local 320, covering Jan. 1, 2025 through Dec. 31, 2027.
City staff described the contract as similar in process to the police agreement and intended to bring public works wages to roughly the 50th percentile of East Metro comparables. A major change is a revised, tiered job skills incentive program tied to water-license levels; the city will offer higher incentives for higher certifications and also assist employees pursuing required education. Vacation accruals and a defined overtime approach for four specified holiday days (Thanksgiving, Christmas Eve, Christmas Day and New Year’s Day) were also adjusted. Staff said wages were increased substantially for 2025 to address market pressures.
The council moved to approve the agreement and adopted it by voice vote. Staff recommended the agreement as written and noted the increases had been incorporated into the 2025 budget planning.
Council action: motion to approve the labor agreement passed; the contract term runs through Dec. 31, 2027.
