The West St. Paul City Council approved a final-reading ordinance amending Chapter 115 on registration of cannabis retailers and separately granted a Conditional Use Permit for a cannabis retail business at 984 Smith Ave. S. during its April 13 meeting.
Mayor Dave Napier opened and closed the public hearing on Chapter 115 with no members of the public speaking. Councilmember John Justen moved to approve the ordinance amendment; Councilmember Lisa Eng-Sarne seconded the motion and the council voted 6–0 to adopt the ordinance on final reading.
Later in the meeting, the council considered a Conditional Use Permit application for a cannabis retail business at 984 Smith Ave. S. Councilmember Justen moved to approve the permit and Councilmember Robyn Gulley seconded; the motion carried 6–0.
Minutes do not record public comment on either item. The council recorded votes for both actions and approved them without recorded dissent.
