Barthal said a PPA amendment and an approximately $100 million core payment included language requiring the authority to repay within a short period after receipt, which resulted in the need to move the $17.7 million line into the 2026 cash budget so the authority can meet the repayment window.
Commissioner Mr. Grimberg moved to approve the budget change request; the motion was seconded (Susan Thompson) and the committee approved the change by roll call.
Why it matters: the timing adjustment affects near‑term cash flow and will require the authority to make the payment to the Army Corps within the newly defined repayment window. Staff signaled the impact will be reflected in upcoming draw requests and the month‑to‑month cash position.
