Union City council approves multiple motions including easements, subdivision and MMO
Summary

Union City Borough Council approved a series of motions Aug. 13, carrying each unanimously.
Key votes and outcomes:
- Retroactive easement at 104 East High: Council approved an easement between the borough and property owner Anthony Hickey for installation of a borough catch basin that will connect to a PennDOT basin; the property owner will dig and maintain a ditch and install the connecting pipe. The borough accepted responsibility for the two catch basins and approximately 60 feet of pipe (motion moved by Councilor Osborn, seconded by Councilor Kerns).
- 2025 Minimum Municipal Obligation: Manager Cindy Wells reported the 2025 MMO as $48,029 for the non‑uniform pension and $0 for the police pension; the council approved the MMO (motion by Councilor Joyce, seconded by Councilor Kerns).
- Subdivision on West High Street: After Erie County Planning approved survey maps, the council approved combining a portion of 92 West High with 88 and 90 West High (motion by Councilor Osborn, seconded by Councilor Kerns).
- Municipal Lot #3 gazebo property purchase: Council approved a retroactive motion to purchase a portion of property from 8 South Street for $500 after survey and solicitor agreement (motion by Councilor Joyce, seconded by Councilor Kerns).
- Boat launch easement with American Legion: The solicitor will draft an easement to install and maintain a kayak/canoe launch at the American Legion ball field along French Creek using funds from the PA Fish and Boat Commission and the PA Environmental Council; the council approved the easement (motion by Councilor Osborn, seconded by Councilor Joyce).
Other administrative actions: Council approved minutes from July 23, 2024, set regular meetings to the first and third Mondays at 6:30 p.m. (Sept. 2024–April 2025), and adjourned at 7:06 p.m. An executive session followed to discuss personnel and contracts with no action taken.
All recorded motions at the Aug. 13 meeting carried unanimously.
