Toledo council approves traffic ordinance change, Fareway plats and LOSAP; tables alley vacation request

At its Dec. 22 meeting the Toledo City Council approved Ordinance 2025-08 updating traffic enforcement procedures and waived further readings, approved preliminary and conditional final plats for 'Toledo Fareway Plat 1,' adopted the Iowa LOSAP for volunteer first responders and approved 28E compliance agreements; a requested alley vacation was tabled.
The Toledo City Council on Dec. 22 approved several measures affecting traffic enforcement, local development and volunteer first responders while tabling an alley vacation request.
Cook moved and Pansegrau seconded approval of Ordinance 2025-08 to amend chapter 70, section 03 regarding traffic code enforcement procedures; the motion carried with all present voicing aye. The council then approved Resolution 2025-26 to waive the ordinance’s second and third readings, also by unanimous voice vote.
The council approved two plat-related resolutions tied to a Fareway development. Pansegrau moved, Vesely seconded, and the council approved Resolution 2025-27, the preliminary plat for "Toledo Fareway Plat 1," as recommended by the planning and zoning board. The council then approved Resolution 2025-28 granting final plat approval contingent on Fareway signing off on outstanding items; that motion passed on a unanimous voice vote.
Council members also adopted a Length of Service Award Program for volunteer first responders. Resolution 2025-29 to adopt the Iowa LOSAP passed on a unanimous voice vote after Pansegrau moved and Goodhart seconded. The council approved Resolution 2025-30 to enter 28E intergovernmental agreements with the Iowa Department of Revenue enabling compliance enforcement for alcohol, nicotine and vapor products; Cook moved, Pansegrau seconded and the resolution passed unanimously.
Under new business the council considered a request to vacate the alley behind 209 N East St.; the requester was not present and Vesely moved to table the request. Cook seconded the motion to table, which carried by unanimous voice vote.
On personnel matters Jesse Brown reported that new hire Heather Skinner will resign full-time status but remain available PRN; Brown requested authorization to advertise to hire. Boll moved to approve advertising; Pansegrau seconded and the motion passed unanimously.
As part of routine business the council approved the consent agenda, which the motion described as including minutes of the Dec. 8 meeting, current financial reports, invoices totaling $112,271.07 and payroll listed in the motion as $29,859.04. The meeting record also contains a detailed claims list and fund totals (expense total of $152,130.11 and total funds reported as $263,607.20). The minutes include a payroll figure recorded elsewhere as $39,859.04; that discrepancy is noted in the meeting record and remains unresolved in the minutes.
Oaths of office were administered to Mayor Brian Sokol and council members Cathy Cook, Duane Pansegrau and Doug Ray following certification of the election results. Council member Goodhart moved to adjourn at 5:55 p.m.; Boll seconded and the meeting adjourned with all present voicing ayes.
What happens next: Ordinance 2025-08 was adopted and readings waived; any administrative steps required to implement the traffic-code change will follow city procedures. Final plat approval for the Fareway project remains contingent on the developer’s sign-off. The tabling of the alley-vacation request leaves that item pending until the requester is present or otherwise provides materials.
