Toledo council approves temporary embargo on heavy vehicles, transfers LOST funds and accepts facility manager resignation

At its April 27 meeting the Toledo City Council approved a temporary embargo on heavy vehicles on S. Broadway/Summit, transferred $18,568.25 from LOST for aquatic center paving and guttering, accepted the resignation of Reinig Center manager Kent Campbell, and approved a police pay step increase.
The Toledo City Council voted April 27 to impose a temporary embargo on heavy vehicles using S. Broadway and Summit and approved several funding and personnel actions.
Councilmember Vesely moved and Cook seconded resolution #2026-12 to place a temporary embargo on the use of S. Broadway/Summit by heavy vehicles; all present voiced ayes and the measure carried. The embargo was described by council members as a temporary measure; the resolution vote was recorded as unanimous among those present (Mayor Sokol, Boll, Ray, Cook and Vesely). Pansegrau was absent.
The council also approved resolution #2026-13, moved by Boll and seconded by Ray, to transfer $18,568.25 from Local Option Sales Tax (LOST) to the General Fund to cover Toledo’s half of paving and gutter work at the aquatic center. The transfer passed on a unanimous voice roll call.
During new business Jim Roan updated the council on the downtown bandstand project and said the project’s projected completion date is June 1, 2026. The council had earlier postponed the bandstand item until Roan arrived.
On personnel actions the council accepted the resignation of Kent Campbell as Reinig Center facility manager/custodian, effective May 31, 2026, in a motion by Ray seconded by Cook. The council also approved a Step 1 pay increase of $1.50 per hour for police officer Igor Diaz, effective April 25, 2026; Boll moved and Vesely seconded that measure and it carried unanimously.
Councilmembers voted unanimously to move the May meeting date from May 25 to May 26, 2026, because of the Memorial Day holiday, and to table consideration of a proposed fence around the West Street recycling area until Marquess reviews legal issues related to property transfer and multi-year agreements.
The consent agenda approved at the start of the meeting included prior minutes, invoices and payroll (claims of $116,065.61 and payroll of $37,369.03 were reported), utility liens for two properties, a building permit for sidewalk work, a five-day temporary alcohol license for Olive or Twist, LLC, and renewal of over-the-counter tobacco and vapor product sales for Designer Inn & Suites.
The council adjourned the regular meeting at 6:26 p.m.; earlier in the evening it had recessed to hold a Woodlawn work session.
