Pelican Rapids OKs $3,700 for PetVille storage container to consolidate holiday equipment

Doug Bergerman, founder of PetVille, told the Pelican Rapids City Council the volunteer group needs a single, lockable storage unit to consolidate lights and other equipment and to protect recent investments in electrical infrastructure.
"Growing Pains really is what it kind of comes down to," Bergerman said, asking the council to approve roughly $3,700 toward the purchase so PetVille can own and maintain the container. He said prior work paid for last year — including electrical outlets and lighting near Peterson Park and the suspension bridge — cost about $6,600 of roughly $8,988 that had been authorized, leaving savings that help offset the new request.
City staff said the requested $3,700 would come from liquor-store funds, and that PetVille would be expected to apply for a special use permit if the container is placed on city property outside commercial zoning. Council members discussed invoicing options and agreed it would be simplest to write a check directly to PetVille if the organization will own and maintain the unit.
The council approved the purchase by voice vote.
The decision preserves PetVille’s volunteer operations and storage needs ahead of upcoming holiday events; staff noted the group is now operating under the chamber umbrella for donations and administration.
The matter was presented during the council’s discussion of community events and did not include any conditions beyond the standard special-use permitting process for containers when placed outside commercial zones.
