Summary

At its Nov. 1 meeting the Paynesville City Council approved the following actions (motions passed by oral vote unless otherwise noted):
- Consent agenda: minutes, vouchers, licenses and invoices (motion by hburg; second by soy). Approved.
- Bolton & Mink design contract: approve scope-of-work to prepare bid-ready plans for a new municipal liquor store for $89,500 (motion by hburg; second by theen). Approved.
- Temporary construction and perpetual pedestrian-trail easements with NK mki Enterprise Inc. (motion by theen). Approved.
- Cooperative trail agreement with MnDOT permitting city construction within Highway 55 right-of-way (mover recorded as Signing; second hburg). Approved.
- Resolution 24-39 supporting pursuit of Safe Routes to School funding for RRFB crossings, sidewalks and a flashing reduced-speed zone (seconded by sony). Approved.
- Ordinance No. 563 (3rd series) adopting local cannabis business regulations, including a public-use prohibition and distance rules (mover soy; second th). Approved.
- Adoption of ESS policy option two: ESS accrual separate from PTO (1 hour per 30 worked up to 48 hours/year; carryover cap 80 hours). Approved (motion by soy).
- Fire department appointments and wages: appoint Mike CH as lieutenant, Brad Moff as first training officer, and Dominic as second training officer, effective Nov. 1, 2024, with prorated 2024 pay. Approved.
- Authorize signatories to submit and sign the Department of Education library grant application once approved by Great River. Approved.
- Renew contract with current labor attorney (decision to remain with existing counsel). Approved.
Several items were discussed but tabled or left with no action, including the AMPI Phase 2 land-sale resolution pending final platting by Sterns County and the township.
