Groundwater group urges Josephine County to comment on state rulemaking before June 26 deadline

Kevin Gill of the Oregon Groundwater Association presented an overview of pending Oregon Water Resources Department rulemaking affecting groundwater regulation, exempt wells, enforcement procedures and water distribution, and urged Josephine County to participate in the rulemaking by submitting comments before the June 26, 2026 deadline.
Gill stressed that many county residents rely on private wells and offered to provide supporting materials and suggested comment language. Commissioners expressed concern about possible new requirements for private well owners and agricultural water users. The board directed staff to schedule the matter for a future agenda so the county can consider comments and increase public awareness.
