Board rescinds prior action and approves revised tobacco retail enforcement resolution

The Josephine County Board of Commissioners on June 16 rescinded Resolution No. 2026-009 and approved Resolution No. 2026-027 affirming tobacco retail enforcement as a way to protect legal adult consumer access while supporting a regulated marketplace and youth-prevention activities.
Eckhardt-Doupen Martinez presented the revised resolution and told the board that Community Justice receives state funding to perform retailer inspections, compliance checks and youth access enforcement. Martinez said the revision was prepared at the board’s request to clarify that the resolution recognizes adult consumer choice and lawful businesses while maintaining support for youth tobacco-prevention efforts. Commissioners noted correspondence from public-health advocacy organizations and emphasized distinguishing adult consumer rights from youth-prevention strategies.
Commissioner Colene M. Martin moved to rescind Resolution No. 2026-009 and approve Resolution No. 2026-027; Commissioner Ron A. Smith seconded the motion. Upon roll call the vote was 3-0 in favor. The resolution was described in the workshop as a corrective, properly noticed agenda item to address process concerns; the board completed the procedural correction during the workshop.
