Kelley council rescinds sewer-lining contract with CIT, orders rewritten scope and re-bid

The City of Kelley Council voted unanimously on Sept. 16 to rescind a previously approved contract with CIT for a sewer-lining project and ordered a re-bid after finding the original bids were not comparable.

Council members said the five bids received differed on key work items — notably the lining installation method (steam versus ultraviolet), the extent of pipe cleaning, and the process for reinstating services — making it unclear that the lowest bid met the city’s requirements. Ben Adams moved to approve Resolution #7, rescinding the prior approval of the contract with CIT; Brendan Burtnett seconded and the motion passed 5-0. The roll call list in the meeting record shows Kelly Netcott, Tim Salasek, Brendan Burtnett, Jackie Sapp (via phone) and Ben Adams voting in favor.

The action means the city will not proceed with contracting CIT for the work at this time. Public works staff member Gary Milam was directed to rewrite the project scope with more detailed specifications and to request a new set of bids from the five contractors that originally submitted proposals. The council also tabled Resolution #8, the item that would have awarded the contract, until the re-bidding process is complete and the revised scope is available for review.

City Clerk Jennifer Davies and public works staff members Gary Milam and Brandt Murry were recorded as present; the meeting was called to order by Mayor Rick Terrones at 7:00 p.m. and adjourned at 7:22 p.m. after a motion by Adams, seconded by Burtnett, which carried on a 5-0 vote.

Next steps: Milam will prepare the rewritten scope and solicit new bids; the council will consider award of the contract after the re-bidding process is completed.
