City: West Main project complete; council approves loan applications and grant partnerships for utilities and recreation center repairs

Tracy, reading the city manager’s report on June 8, told council that the West Main Street reconstruction is now open to two-way traffic and the city is rolling into the next streetscape and stormwater improvements along Eagle Street.
Construction actions planned for the Eagle Street project include surveying and sign installation the week of June 8, curb removal and installation June 15–30, conduit work in July and completion of landscaping and a new pocket park by mid- to late August, the report said. The contractor will stage work to preserve parking access for nearby businesses, and the city will post updates on its projects page.
Council authorized the city manager to apply for and enter into agreements to pursue Water Pollution Control Loan Fund (WPCLF) design funding for West Main phase 2 and water-supply revolving loan funding for a State Route 84 waterline replacement. The administration also reported that a state capital budget request submitted in March for recreation center renovations was selected for funding by the state representative and now awaits passage in the legislature. The recreation project was estimated at $392,500 with a requested 50% state match, leaving a local match to be confirmed.
Council also approved a work authorization with Verdantis for construction management services for the 2026 road program and budget amendments to support upcoming paving work and other projects.
What happens next: If resolutions pass and loans are approved, funding will be available by late August and construction phases are planned through 2026–2027 depending on grant/loan timelines.
