Simsbury authorizes LOTCIP grant application for County/Hoskins intersection; roundabout proposed

The Simsbury Board of Selectmen authorized Town Manager Marc Nelson on Feb. 9 to submit a proposal to CRCOG under the 2026 LOTCIP solicitation to fund intersection improvements at County Road and Hoskins Road.
Public Works staff presented options and data supporting a roundabout: Deputy Town Engineer Adam Kessler said police radar showed typical travel speeds of 42–43 mph in a 30-mph zone and described the intersection as a Y configuration with sufficient right of way for a roundabout. Engineers estimated design and engineering fees of about $200,000–$230,000 (town responsibility) and construction costs of roughly $2,300,000 covered by the LOTCIP grant if awarded. A conventional T-intersection option would need full town funding for construction.
Selectman Steve Antonio moved to authorize submission and to accept and execute award documents if the grant is made; Ms. Yeisley seconded. The motion passed unanimously. The Board also moved to appropriate the funds and recommend appropriation to the Board of Finance should the town be awarded the grant.
If awarded, DOT involvement and standard grant administration would follow; the Board did not set specific design approvals at this meeting beyond authorization to apply and accept award documents.
