Simsbury board tables contested Conservation Commission appointments after public endorsements

The Simsbury Board of Selectmen on Feb. 9 tabled nominations to the Conservation Commission and the Inland/Wetlands & Watercourses Agency after public testimony urged nonpartisan appointment practices and highlighted the experience of incumbent Margery Winters.

First Selectman Wendy Mackstutis acknowledged the value of both Ms. Winters and nominee Bayard Faithfull but asked the parties to work together to evaluate qualifications rather than make partisan decisions. Dozens of residents spoke during public audience: supporters called Ms. Winters "highly qualified" with long experience on conservation matters, and several speakers urged the Board to appoint based on expertise rather than party.

Kevin Beal moved to table the nominations and Mike Paine seconded. The motion passed 4-2, with Beal, Steve Antonio, Mackstutis and Paine voting to table and Curtis Looney and Diana Yeisley opposing. Mr. Beal said the matter would be referred back to the parties to evaluate candidates and consider timing and potential vacancies.

Public commenters cited Ms. Winters’ experience as chair of the Inland/Wetlands and Conservation Commission and leadership roles in local conservation organizations; others endorsed Bayard Faithfull as a teacher active on the Sustainability Committee and as a community volunteer.

The Board did not make appointments at the meeting and directed the parties to confer on qualifications and possible timing for reappointments or replacements.
