Grundy Center council directs committee to review junk-vehicle code after racecar enforcement concern

Grundy Center — The City Council on Sept. 8 opened a discussion about Chapter 51 (Junk and Junk Vehicles) after concerns that the code’s current definition could classify racecars used in local events as junk when stored outside.
City Attorney Seth Schroeder told the council that, under the present language, figure‑8/demo racecars meet the code’s definition of a junk vehicle and therefore could put residents in violation unless those vehicles are kept in a building. Mayor Paul Eberline said the city wants to balance enforcement with the economic benefits of racing events that draw visitors and revenue.
Councilmember Smith and others suggested code language be clarified — possible options discussed included limiting enforcement to vehicles that cannot be registered for highway use, creating date‑limited allowances for racing vehicles tied to event schedules, or allowing a permitting and fee process for the speedway. Eberline directed a committee consisting of Councilmember Lamp, Chief Natvig, Councilmember Kuester (absent) and City Attorney Schroeder to review Chapter 51 and draft recommended revisions for future council action. No ordinance change was adopted at the meeting.
Lee Koch spoke during public comment, urging the council to focus on issues such as campers in yards, sidewalk repairs and low-hanging tree limbs in addition to racecar concerns. The committee’s recommendations will return to the council for consideration at a future meeting.
