Laurel Urban Renewal Agency approves signage spending, recommends SID for SE 4th Street and hears project updates

The Laurel Urban Renewal Agency on April 13 approved minutes and several action items, including a recommendation to City Council to create an SID on SE 4th Street and authorization to spend up to $2,000 on project signage.
Committee member Judy Goldsby moved to approve the meeting minutes with corrections; Daniel Klein seconded and the motion carried. Later in the meeting Cheryl Hill presented pricing options for project signage, and Daniel Klein moved to spend up to $2,000 to purchase four metal signs and eight Coroplast signs; Judy Goldsby seconded and the motion was approved.
Members discussed the SE 4th Street lighting project (Task Order #6). The committee heard that 17 of 23 property-owner letters were returned in support of the project. Committee member Judy Goldsby moved that the agency send a recommendation to City Council to proceed with creating a SID for SE 4th; Daniel Klein seconded and the motion passed. Forrest Sanderson will present the recommendation to City Council on April 21.
Brad, with Triple Tree Engineering, updated the agency on Project 1: bidding is scheduled to open this month and construction is expected to begin in July. Brad said the City will notify property owners and the project team will reach out to affected businesses; members suggested posting information on the City of Laurel Facebook page to inform the public.
On Ditch Covering Task #5 staff reported that head gates have arrived and will be installed before water is turned on. The committee also discussed extending the south-side landscaping design of the underpass to the north side to create a consistent look; no formal motion was recorded on that item.
Members noted there were no budget updates. Staff or members announced upcoming community events, including Big Sky EDA’s Space2Place on April 23 at 105 Brewing and a Beartooth RC&D/USDA Rural Development workshop on May 13; a grant award for a site selector tool was also mentioned.
The agency set its next meeting for April 27, 2026. Cheryl Hill moved to adjourn; Judy Goldsby seconded, and the meeting adjourned at 11:55 a.m.
