Here are the formal actions the Callaway Board of Commissioners took at its June 23, 2026 meeting.
Ordinance 1132 — Comprehensive plan update (final reading): Adopted (5‑0). The city adopted a city‑initiated comprehensive plan update (2046 horizon). Staff noted state review agencies offered no objections and requested the short‑term 10‑year horizon (2036) be added to the data analysis.
Variance — 535 North Tyndall Parkway (Palmetto Capital): Approved (3‑2). The variance allows a Dutch Bros drive‑thru concept (no indoor seating; pedestrian window and outdoor seating) and a Firestone auto repair/tire sales site in the District 1 overlay. The Planning Board had unanimously recommended denial; commissioners approved the variance 3‑2.
Cherry Street Reconstruction — DRMP CEI fee amendment No. 1: Approved. The commission approved a time‑and‑materials extension of construction engineering inspection (CEI) services to cover utility conflict management and continued onsite inspection; staff said billing is monthly and will be paid from infrastructure/sales tax funds.
Hugh Thomas / Panhandle Engineering — Change Order No. 1 (CDBG project): Approved (no cost to the city). State grant funds will cover increased engineering contract amounts associated with utilities and CEI; remaining grant funds are planned to shift to the Sandy Creek sewer project.
Additional city employee holiday (4th of July, 250th): Approved. Commissioners approved giving city employees an additional day off around July 4 in recognition of the 250th; staff will schedule essential services and solid‑waste pick up adjustments. The commission decided to give Monday as the extra day (city offices closed July 3 and July 6 as noted in meeting announcements).
CivicPlus recreational software (facility reservation/payments): Tabled. Leisure Services presented a CivicPlus module (initial/setup $10,088, annual $7,500) to manage facility reservations and payments; commissioners requested more contract and cost detail and tabled the item.
Other routine items (minutes, financials): Minutes were approved as amended and financial reports for April and May were presented; staff said more detailed financial questions may be handled with Adam, finance staff.
The commission directed staff to return with permit conditions and follow‑up on items where additional planning or state coordination is required.
