Pitt County approves routine consent items, grants and budget amendments

The Pitt County Board of Commissioners approved a package of consent items and grant authorizations on Jan. 12, disposing of routine business and several funding actions.
Among the items the board approved unanimously were: the Dec. 15, 2025 meeting minutes; the December 2025 Tax Collection Report (Tax Administrator Russell Hill reported a FY‑to‑date combined collection rate of 81.74%); a $5,657 budget amendment to accept insurance proceeds for an Emergency Management response vehicle; and acceptance of a $76,030 Emergency Solutions Grant (ESG) for homeless assistance with a $25,000 county match already budgeted for FY 2025‑26.
The board also authorized application for a FY26 NC Tier II grant ($5,000) to support the Local Emergency Planning Committee; approved agreements to add radios for three volunteer fire departments (Macclesfield VFD, Conetoe VFD, Hugo VFD) to the county radio system under the county’s existing policy on contiguous departments; adopted a revised EMS billing fee schedule as presented; accepted a donation of 24 blood glucose meters (~$500) from HealthMapRx for the Public Health Diabetes Recognition Program; and authorized submission of an Edward Byrne Memorial Justice Assistance Grant application (up to $120,000, no county match) for the Behavioral Health Treatment Court to expand personnel and in‑house services.
Financial and capital items approved included an amended project ordinance closing out the Sheriff Administration Building project (with a residual transfer back to the general fund) and approval of refunds and releases for tax adjustments in December 2025. The board also renewed Section 49 of the Personnel Ordinance (special raises) for an additional two years to Jan. 10, 2028.
Motions on these consent items were moved and seconded as listed in the agenda; all passed unanimously. No controversial debate or individual dissent was recorded in the minutes for these items.
