Pitt County agrees to contribute up to $150,000 per year toward ECU Research & Innovation Campus coalition

County Manager Janis Gallagher introduced ECU representatives and recommended the MOU, which would commit up to $150,000 per year from Pitt County for five years beginning in November 2027, contingent on approval by coalition partners (City of Greenville and Greenville Utilities Commission) and annual appropriation by the board.
Gallagher described the project as a coalition to create an urban hub focused on job creation, research, education, business growth and workforce development in a qualified census tract in West Greenville. The MOU states the county’s contribution will be used for public‑purpose activities in support of the project and requires Green Town to provide records and verification of expenditures upon request.
Commissioner Ann Floyd Huggins moved to approve the MOU; Commissioner Rochelle Brown seconded. The motion passed unanimously.
