Pitt County treasurer reports ARPA balance and deadlines; commissioners accept update

Chief Financial Officer Michael Hardy presented an American Rescue Plan Act (ARPA) update on Jan. 12, telling the Pitt County Board of Commissioners the county received $35,107,015 and reminding the board that funds had to be obligated by Dec. 31, 2024 and liquidated by Dec. 31, 2026.
Hardy reviewed project reconciliation and closeout steps and noted the county was nearing full obligation of its ARPA allocation. Commissioner Floyd Huggins asked specifically about Housing and Homelessness funds (identified on the slide pack as $37,350.64) and whether remaining balances would be used; Hardy said contingency amounts had been included in project budgets and some projects came in under estimate, which left balances after the obligation date had passed. Tax Administrator Russell Hill and County Manager Janis Gallagher also participated in the brief discussion about contingencies and project repairs.
Commissioner Gary Weaver moved to accept the ARPA report as presented; Commissioner Chris W. Nunnally seconded and the motion passed unanimously. The board did not authorize new ARPA expenditures during the meeting; the vote accepted the informational update and reconciliation status.
