River Heights planning commissioners voted June 23 to recommend a senior-citizen planned unit development (SCPUD) designation for a portion of the city’s general-plan land-use map.
Staff member read the motion describing the area as “between 400 South and 600 South and approximately 700 East and 750 East.” Commissioner Davidson moved to designate that area as a senior-citizen PUD; a commissioner seconded the motion and the motion passed with affirmative votes.
Commissioners discussed whether to identify the site by parcel number or by a general-area description. Some members preferred parcel numbers for precision; others favored a looser description in the general plan so the recommendation would read as guidance rather than a binding restriction on future owners. The commission agreed the softer approach—describing the general area relative to street blocks—would be appropriate in the plan text.
Separately, commissioners reviewed proposed city-code occupancy wording changes to align local language with state law on unrelated persons living together; those editing recommendations will be included in the materials for the upcoming public hearing process.
Next steps: staff will incorporate the SCPUD designation into the general-plan materials and include the occupancy-code wording adjustments in the public-hearing packet.
