Bernalillo approves $270,000 Sandoval County library bond allocation and MOA

Kathy Banks, Bernalillo’s librarian, told the Governing Body that a Memorandum of Agreement with Sandoval County allocates $270,000 from the county’s library bond proceeds to the Town of Bernalillo Library.
"The Memorandum of Agreement is for the allocation of the Library bond in the amount of $270,000. The allowable expenditures are library books, library resources, or capital expenditures at the Library," Banks said.
The written agreement (on file with the town) requires the library to comply with the New Mexico Procurement Code in using the bond funds and to maintain detailed records for audit. The MOA also establishes timing requirements: the library must encumber or spend at least 5 percent of the allocation ($13,500) by July 23, 2019 and must spend the remaining funds by January 23, 2022, consistent with the tax-compliance certification included in the county documents.
The MOA mirrors language in the bond documentation that limits eligible expenses to materials and resources intended for public use (including books, electronic media and other information materials). The agreement further requires the library to submit requisitions and reimbursement requests to the County Contracts & Assets Administrator on forms provided by the county.
Councilor Prairie moved to approve the Memorandum of Agreement; Councilor Sisneros seconded and the motion carried unanimously. The MOA and related bond materials are appended to the meeting record.
