Bernalillo council adopts ICIP, approves ARPA transfer and NMDOT pavement agreement

At its Aug. 8 meeting the Bernalillo governing body adopted a FY2024–2028 Infrastructure Capital Improvement Plan, approved a $300,000 ARPA transfer for a wastewater SCADA project and agreed to a $140,000 cooperative pavement project with NMDOT for Calle San Lorenzo; all votes were unanimous among present councilors.
The Governing Body of the Town of Bernalillo on Aug. 8 adopted a five-year Infrastructure Capital Improvement Plan (FY2024–2028) and approved several funding actions, including a $300,000 ARPA allocation for a wastewater SCADA project and a cooperative pavement rehabilitation agreement with the New Mexico Department of Transportation for Calle San Lorenzo.
The council adopted Resolution 08/08/2022B to formalize the ICIP, a ranked list of capital priorities that includes projects such as wastewater treatment improvements, a new fire station, trail and parks work and facility upgrades. Presenter Stephanie Shumsky described the ICIP as a “working document” to guide long-range capital planning and project prioritization.
Councilors also passed Resolution 08/08/2022A to allocate $300,000 in American Rescue Plan Act funds to supplement a capital outlay award (21-F2371) for engineering oversight and construction of a wastewater SCADA (Supervisory Control and Data Acquisition) project. Terri Gray said the ARPA funds will be used for engineering oversight and construction; the resolution passed on a 4–0 roll-call vote (Councilors Torrres-Quintana, Valverde, Montoya and Prairie voting yea).
Separately, the council voted to enter Cooperative Agreement HW2-L300311 with NMDOT for pavement rehabilitation of Calle San Lorenzo. The total project cost is $140,000, with NMDOT covering 75 percent ($105,000) and the Town responsible for the 25 percent match ($35,000). The council approved the resolution by roll call (4–0).
Other routine financial business carried on the consent side of the meeting: the council approved the accounts payable voucher list for Aug. 8, 2022, totaling $696,783.76, and approved three personnel hires presented by Human Resources Director Maria Santillan (Utility Clerk Ramon Lovato; Finance/Administration Clerk Tamara Lucero; MVD Clerk Elena Chavez). Each motion passed by roll call with the four councilors present voting yea.
The governing body did not debate rescinding or materially altering any of the measures. Mayor Torres and staff framed the ICIP and the ARPA transfer as steps to implement capital work the town has prioritized; the NMDOT cooperative agreement was presented as a standard partnership to rehabilitate a specific town street.
