Commissioner requests county attorney opinion on annexation options, cites AG Opinion 2025-004

Commissioner Milan Blake asked the Bradley County attorney to provide a formal opinion on the county's options if the commission were to deny a plan-of-services agreement tied to annexation requests inside the Urban Growth Boundary. Blake made the request during the Jan. 27, 2025, work session of the Bradley County Commission.
Blake also asked for a timeline showing the remaining action steps for the Growth Policy Coordinating Committee and announced that the Finance Committee will meet Feb. 10, 2025, immediately following the noon work session. Chairman Thomas Crye said he wanted the county attorney's opinion to specifically address how Attorney General Opinion 2025-004 affects the county's options.
Commissioner Louie Alford raised concerns about the Urban Growth Boundary, saying he believes the boundary “remains largely unaffected” and questioned the rationale for expanding it. That comment came as Alford announced committee schedules, including a Law Enforcement Committee meeting Jan. 28 and an Audit Committee meeting Feb. 3.
No motions or votes were taken on annexation policy during the work session. The commission listed no formal agenda items for the meeting and recorded no public communication on the issue. The county attorney's forthcoming opinion and the Growth Policy Coordinating Committee timeline were left as next steps.
