The Connecticut Housing Finance Authority’s Mortgage Committee met virtually on May 28, 2025, and voted unanimously to recommend two financing resolutions to the CHFA Board for construction of affordable multifamily developments in Enfield and Bridgeport.
Sarah Simonelli, Underwriter III at CHFA, presented a resolution to authorize tax‑exempt bond proceeds in an aggregate principal amount not to exceed $14,640,000 for construction‑only financing of Angela Gardens in Enfield. Following discussion, committee member Gregory Ugalde moved to recommend the resolution to the Board; Vice Chair Heidi DeWyngaert seconded the motion. The committee voted unanimously in favor of recommending the resolution.
Pasquale Guliano, Managing Director of Multifamily at CHFA, presented a separate resolution to authorize tax‑exempt bond proceeds together with proceeds from the Affordable Housing Fund in an aggregate principal amount not to exceed $20,500,000 to finance The Windward Apartments, Phase II, in Bridgeport. After discussion, Ugalde moved and Commissioner Seila Mosquera‑Bruno seconded a motion recommending that resolution to the Board; the committee again voted unanimously to recommend approval.
The committee also considered and approved the March 25, 2025 Mortgage Committee minutes after a motion by Ugalde, seconded by Commissioner Mosquera‑Bruno. The meeting was called to order at 1:03 PM and adjourned by unanimous consent at 1:18 PM.
The recommendations made by the Mortgage Committee send both financing measures to the full CHFA Board for consideration; the minutes record unanimous committee support but do not include the text of any conditions, amendments, or detailed staff analyses discussed during the meeting.
