CHFA task force reviews public input and existing LIHTC Qualified Allocation Plan provisions

Terry Nash Giovannucci, CHFA community engagement officer for multifamily programs, summarized public input sessions CHFA staff held with stakeholders, describing the outreach used to collect feedback on QAP priorities and criteria. Pasquale Guliano, CHFA managing director of multifamily, reviewed the existing QAP provisions and led the task force in discussion of those provisions and the input received. The discussion focused on how stakeholder feedback might inform adjustments to QAP criteria and priorities for allocating Low-Income Housing Tax Credits.
The task force proceeded with routine business. Commissioner Mosquera-Bruno asked members to consider the minutes of the Feb. 25, 2025 meeting. Timothy Hodges moved to approve the Feb. 25 minutes; Gregory Ugalde seconded the motion. The minutes were approved by unanimous consent. Following the meeting’s business, Hodges moved to adjourn; Ugalde seconded, and the meeting adjourned at 1:02 PM.
No formal changes to the QAP or final votes on QAP amendments were recorded during this meeting; staff summaries and discussion were the substantive outcome. Any proposed modifications to the QAP would require further drafting and a future task force or board action.
