Lyon County Wildlife Advisory Board unanimously forwards FY2027 funding recommendations to NBWC; rejects thermal-imaging restriction

The Lyon County Wildlife Advisory Board met June 24, 2026, in Silver Springs and unanimously approved multiple recommendations for the Nevada Board of Wildlife Commission (NBWC), forwarding funding proposals and regulation referrals for consideration. The board also voted to deny a proposed regulation restricting possession or location of thermal imaging equipment.
The board approved procedural items at the outset, adopting the meeting agenda and the April 30, 2026, minutes by unanimous 4-0 votes. Members present were CAB Chair Joe Crawford, Darrel Skubinna, Gavin Henderson and Dustin Homan; Mike Osterman was absent.
Why it matters: The board’s approvals package includes a large list of proposed FY2027 projects drawn from heritage, habitat, research and stamp accounts that, if adopted by the NBWC, would direct several hundred thousand dollars to species and habitat projects across Nevada. The board’s denial of the thermal-imaging regulation indicates local concern about overlapping laws and enforceability for certain new restrictions.

- The board approved NBWC10 (heritage project extension requests) and NBWC11 (reallocations of unused FY25 heritage funds), forwarding both recommendations to the NBWC by unanimous votes.
- The board approved NBWC12, the FY2027 Heritage Project Proposals, which the materials show could allocate up to $2,267,541.56 from annual project funds and up to $588,725.81 from principal for a combined potential total of $2,856,267.37 for FY2027 projects. - The board approved NBWC13 (Habitat, Research and Management FY27 requests) and NBWC21 (Duck Stamp FY27 requests totaling up to $98,176.27) and NBWC22 (Upland Game Bird Stamp requests totaling up to $343,614.74), forwarding all to the NBWC with unanimous 4-0 votes.
- On NBWC23 the board supported holding workshops on Commission General Regulations including shed-antler season definitions and Windermere Hills Cooperative Wildlife Management Area business rules.
- For NBWC24, the board approved NBWC24A (amendments for boating equipment and operation required by the U.S. Coast Guard) but voted to deny NBWC24B, which would have added possession/location restrictions on thermal-imaging equipment. Context and next steps: The Lyon CAB’s recommendations will be delivered to the NBWC ahead of the NBWC meeting on June 26–27. Staff noted the next Commission meeting is scheduled for Aug. 14–15 in Tonopah. The Lyon CAB discussed scheduling its next meeting for Aug. 5 or Aug. 12.
