Planning & Zoning backs Bunke cluster‑housing concept; council asks CEDA to pursue grants and MIF funds

Planning & Zoning Administrator Jon Pettit told the Rushford Village Council on April 15 that the Planning & Zoning board reviewed a concept plan from developer Vern Bunke for a cluster‑housing development and regarded the concept favorably.
Pettit said the board's approval was for the concept only; Bunke must submit an engineered preliminary plat that conforms to City of Rushford Village (CRV) ordinances for review by CRV staff and CRV engineer Derek Olinger of Bolton & Menk before the proposal advances to the council for formal action.
Mayor Dennis Overland reported Planning & Zoning asked that Rebecca Charles of CEDA research potential grant opportunities and confirm whether CRV's MIF funds — roughly $243,000, as reported in the meeting — could be used in the project either as grants or loans. The council approved the motion directing Charles to pursue that research (motion by Robert Hart, second by Mike Ebner).
Pettit also listed recent permit activity, including permits filed for a new home (Luke & Emily Highum, #1714), a fence (Rodney Clauson, #1715) and a roof and breezeway addition (Scott & Jen Williams, #1716). Council members said securing funding information and an engineered preliminary plat will be the next steps before any council decision on the Bunke plan.
The council adjourned at 7:34 p.m.; Planning & Zoning and the applicant will pursue the next technical submissions required under local ordinances.
