Calhoun County supervisors approve wetlands modifications, drainage actions and courthouse event permits

The Calhoun County Board of Supervisors on May 6 approved wetlands modifications to three drainage districts, accepted nitrate-reduction plans for four county sites and granted multiple courthouse grounds event permits, the board’s minutes show.
The actions came during a regularly scheduled meeting at the Calhoun County Courthouse in Rockwell City. Chairman Dave George and fellow supervisors Cory Ridgely and Scott Jacobs voted unanimously on the motions recorded in the minutes.
The Iowa Department of Agriculture and Land Stewardship presented nitrate reduction plans for four sites in Calhoun County. Mike Bourland, a private engineer with the department, told the board that the plans would not impose any cost on the county’s Drainage Districts and “there would never be a cost to the Drainage Districts for these nitrate reduction plans.” The board subsequently, acting as trustees for DD 9, DD 65 and Tile Drain 114, approved proposed wetlands modifications tied to the department’s proposals (motion by Ridgely; second by Jacobs; ayes all).
County staff also updated the board on zoning and staffing. Mike Moeller, assistant to the engineer and the county’s safety officer, zoning and floodplain administrator, said he has met with Richard Hall, the new EMA/E911/Zoning Director, and noted that the county will need to replace the floodplain administrator when Moeller retires.
The board held a teleconference with Webster County concerning Joint Drainage Ditch 16-31 Branch 4; the minutes note that full details of that teleconference are available in the auditor’s office upon request. Following those discussions, the board approved drainage matters "as presented" (motion by Ridgely; second by Jacobs; ayes all).
During the public comment period, Eileen Meier asked about installing a plaque over the Law Library door to designate it the Valerie Peterson Memorial Law Library. The board said it would check further into logistics of the request.
The board approved Courthouse Grounds Use permits submitted by Rockwell City Revitalization for the following dates: May 30, 2025; June 20, 2025; July 18, 2025; August 1, 2025; and August 22, 2025 (motion by Ridgely; second by Jacobs; ayes all).
The meeting closed with a motion to adjourn; the board set its next regular meeting for Tuesday, May 13, 2025, at 9:00 a.m.
