Hudson council approves plats, adopts new police training program and votes to terminate employee
Summary
At an open session, the Hudson City Council approved preliminary and final plats, adopted a new law-enforcement training program that shifts some training to an online provider at a higher annual cost, and approved a personnel action terminating an employee for residency reasons while offering part-time rehiring; the council also directed the city attorney to pursue automated traffic-enforcement citations.
The Hudson City Council met in open session and approved multiple routine and dispositive items, including setting a public hearing for a minor plat, approving a final plat, approving a law enforcement training program, and taking personnel action.
Council adopted Resolution 3295 to set a public hearing on the Tailor Minor Plat and approved Resolution 3296 confirming the final plat for the Maran Lane development. Both motions were made, seconded and carried by roll call.
Council then considered Resolution 3297 to adopt a law-enforcement continuing-education program using an online curriculum administered through Police Legal Services. A committee report presented the plan and the committee member said, "the cost is $1,800 per year," noting that the city currently pays $500 a year to the county. The committee member said the online program focuses on law-enforcement content and offers scheduling flexibility while the county contract covers jail-related topics; defensive tactics and firearms training would remain with the county.
After a closed-session personnel discussion, the council returned to open session and moved to terminate an employee. The motion language recorded in the meeting stated the termination was proposed "based upon the residency within our legal right." The council approved Resolution 3298 by roll call; the council also approved a separate motion offering part-time employment to the same individual should they accept.
Later in the meeting the council entered closed session under Iowa Code 21.5(1)(c) to discuss litigation strategy and, upon return to open session, voted to direct the city attorney to pursue enforcement of automated traffic enforcement camera citations.
