North Liberty council approves Forever Green Road plans, HiVe security contract and naming rights

At its Jan. 13 meeting the North Liberty City Council approved several staff‑recommended actions affecting city infrastructure and operations.
Most prominently, council approved Resolution 2026‑01 to finalize plans, specifications and cost estimates for the Forever Green Road and Jasper Avenue improvements, including a new roundabout and associated reconstruction. Staff presented a phased work plan intended to maintain east‑west traffic and preserve access to local businesses during construction. Josiah, the engineer, said the Iowa DOT letting is scheduled for May 2026 and that construction activity will occur in 2026–27 with a targeted substantial completion date of Nov. 14, 2026. To encourage earlier completion the city offered up to $80,000 in incentives for early completion and will assess liquidated damages for each calendar day late.
The council also approved a contract for event security services at the HiVe Center with Contemporary Services Corporation after an RFP process and prior one‑off work; staff said the vendor proposed contract improvements and has performed satisfactorily for short engagements. Councilors voted unanimously to enter the longer‑term agreement (Resolution 2026‑04).
Councilors then approved a naming rights sponsorship agreement (Resolution 2026‑05) allowing South Slope Cooperative Telephone Company, doing business as South Slope Communications, to sponsor Centennial Park; they praised South Slope as a longtime community partner. The council also approved a contract for legal services with Lynch Dallas PC (Resolution 2026‑06).
All listed motions passed by unanimous roll calls on Jan. 13. Next steps include contract execution and construction procurement and scheduling for the Forever Green Road project; staff will return with any necessary implementation items and updates.
