Board approves SRF disbursements and hears utility project updates

Crown Point officials told the Board of Public Works & Safety on May 20 that financing and construction milestones are advancing on key water and sewer projects, and the Board approved two State Revolving Fund disbursements tied to the Downtown Interceptor work.
Utilities representative Al Stong reported that two loans closed that morning for the 24‑inch Water Supply Line and the Southeast Wastewater Treatment Plant, and a pre‑construction meeting for the wastewater plant is scheduled for June 3, 2026. Stong said the city’s Lead Service Line (LSL) replacement project is paused until the contractor can complete additional locates; exterior inspections are finished and interior inspections continue as homeowners respond.
Stong said Phase 1 of the Downtown Interceptor project and Phase 6 are nearing completion, with work continuing on Harrington Avenue next week, and permits for the Collection System Improvements project are under review. He added that the schedule modification for the Southeast Wastewater Treatment Plant was approved by the Indiana Department of Environmental Management (IDEM).
The Board approved two disbursements to contractor Atlas on motions by Member Bob Clemons with second by Member Betsy Barnes. The water‑related SRF disbursement #30 totaled $61,856.91 with $3,255.63 retained; the sewer‑related SRF disbursement #10 totaled $1,406,239.08 with $74,012.58 retained. Both motions passed by unanimous voice vote.
The city is proceeding toward bidding the Collection System Improvements project in August 2026, and staff signaled that Route 231 could reopen in the coming weeks as work advances in adjacent areas.
