Osceola council authorizes OPD K9 program, orders tree removal and seeks funding for golf-course shop

The Osceola City Council on June 23, 2026, approved several routine measures, including authorization of the OPD K9 Program and associated fundraising, the removal of a dead or diseased tree at 229 E McLane under Resolution 2026-30, and a funding application to the Clarke County Development Corporation for property to house the municipal golf-course maintenance shop.
The motion to approve the OPD K9 Program and allow fundraising was made by Council Member Sonya Hicks and seconded by Dan Hooper. The roll-call vote recorded Council Members Luci Sullivan, Dan Hooper, Sonya Hicks and Mel Miller as voting "aye," and the motion carried.
Council then approved Resolution 2026-30, which orders removal of a dead/diseased tree at 229 E McLane under Chapter 151 of the City of Osceola Code of Ordinances after the property owner failed to comply with a 14-day notice. The motion to adopt the resolution was made by Dan Hooper and seconded by Mel Miller; the clerk was directed to assess the cost of removal to the property.
The council also approved a 1% listing commission for Stoney Oak Properties for the sale of 201 W Garfield. The motion (Hooper; second Hicks) passed on a unanimous roll-call vote.
During the consent agenda, council approved claims and routine payments totaling $753,775.26. The meeting record lists May revenues with a grand total of $1,122,064.70 and records a Downtown Project expense of $429,921.25 in fund 315. The consent agenda motion was made by Dan Hooper and seconded by Luci Sullivan and passed unanimously.
Council voted to enter a closed session at 7:52 p.m. under item 21.5.1.j to discuss the purchase or sale of particular real estate where premature disclosure could affect price; Luci Sullivan moved, Mel Miller seconded, and the motion passed on a roll-call vote. The council returned to open session at 8:08 p.m. (motion to exit by Dan Hooper, second by Luci Sullivan).
After returning to open session the council approved submitting an application to the Clarke County Development Corporation for funding to support a future proposal to acquire property for the Osceola Municipal Golf Course maintenance shop on S. Kossuth. The motion (Mel Miller; second Dan Hooper) passed on a unanimous roll-call vote.
Mayor Thomas Kedley provided verbal updates on various city projects earlier in the meeting. City Administrator Ty Wheeler gave project updates; City Clerk Britanee Case and Police Captain Curt Jacobsen reported they had nothing to add. Council members reminded residents to exercise care with fireworks and consideration for neighbors.
There were no public comments during the open forum. With no further business the council adjourned at 8:10 p.m.
