Christie Saldana, speaking for Soundbar Music Cafe, requested a permanent outdoor extension and an extended closing hour (midnight) to match other businesses near the harbor market. The committee heard operator explanations that the outdoor area primarily supports daytime market activity and that no outdoor speakers were planned.
Neighbors and a representative of the adjacent condominium association said they received notice late and raised concerns about bass and amplified sound traveling to residences above and beside the business. One resident told the committee the notice was emailed the same day and said that was insufficient time to mobilize neighbors.
Committee members debated options: approve the outdoor extension but deny the midnight closing-hour change; approve the extension with a 10 p.m. closing; or defer to allow more resident input. The chair noted the committee could recommend approval to council while denying later hours, but several members favored a two-week deferral to give neighbors time to review and to bring City Development staff for more detailed operational discussion.
A motion to approve the outdoor extension with a 10:00 p.m. closing failed. A subsequent motion to defer the matter for two weeks passed, sending the item back to the committee’s April 27 agenda and directing staff to invite City Development to answer neighborhood-impact questions.
The committee emphasized procedural fairness for residents and asked the clerk to place Soundbar on the April 27 agenda and to invite City Development to discuss proximity and operational standards. The deferral preserves the operator’s opportunity to pursue an extension while giving neighbors a clear path to be heard at the next meeting.
